Imported goods may be approved for transit transportation if the consignee or its agent applies to the customs at the place of entry and meets the following conditions:

(l) There is no customs agency in the place of shipment and the place of departure.

(2) Transport vehicles and equipment for transporting goods through customs, equipped with sealing devices and sealing conditions (excluding those that are too high, too long, or cannot be sealed in transport devices).

(3) The enterprise that carries and transfers goods between customs is a transportation enterprise approved by the customs.

(4) If the above conditions are not met, but there are special circumstances, and the import and export goods sender and receiver apply and the customs approves, transit transportation can also be processed.

(5) Except for special circumstances, the applicant for the transit transportation of goods shall be a customs declaration unit approved and recognized by the customs, and the application procedures shall be handled by personnel holding the customs declaration certificate issued by the customs.

Goods transported through customs without customs permission shall not be opened, modified, exchanged, extracted, or delivered; Seals applied by customs on transportation vehicles and goods, including commercial seals recognized by customs, shall not be opened or damaged without authorization. Goods transported through customs must be stored in warehouses or locations approved by the customs.

The managers of warehouses and places for storing and transporting goods through customs shall be responsible to the customs in accordance with the law, and handle the procedures for storage and delivery in accordance with customs regulations. When the customs needs to send personnel to escort the transit of goods, the applicant shall pay the prescribed fees to the customs in accordance with regulations and provide necessary convenience for the execution of regulatory tasks.
